Practical Underwater Effect

For my new film I have a dream sequence that involves the room filling with water. And the two people in the scene are floating in it for a few seconds at the end of the scene. I was wondering if anyone had any idea's for a practical effect that I could use to film this scene. I don't think doing it in post would be as effective, realistic water is hard to duplicate artificially.

Build the set in a swimming pool, then add the water and actors. Or shoot a miniature of the set, fill that (you'll have to shoot at a higher speed to make the water look real... I don't remember the formulae for figuring film speed to miniature size, but it's out there... try the American Cinematographer's Handbook for starters), then add your people in post.
