This is my first post here, i like music videos and i want to do one like My Bloody Valentine.
Videos like "To Here Knows When", "Swallow" and "Soon" have a blur effect I want to archive.
If someone can help me, it will be very helpfull cause im n00b in video making.

To start with in Final Cut Pro I'd put a blur filter on my footage, perhaps adjust the brightness to get that blown out look. Than I'd copy the clip and lay the copy beneath the original clip but a few seconds off. Set both copies to 50% visibility so you can see the bottom clip through the top clip and see how that looks. Then adjust the time between the clips, the visibility, and blur until it looks right.

Any non-free editing software can probably do the effect. You just need the ability to add a layer one clip on top of another. MIght want a white background as the bottom layer as well.
I think questions that post links tend to take longer to get answers. Some folks don't want to bother, or can't follow links at work or whatever (considering you mentioned My Bloody Valentine which in addition to being a band is also a horror movie that was recently remade). Others might be curiously waiting for someone else to answer, not sure themselves.

i currently dont use any software because im not doing anything, i want to know first how get the effect, ill ask some help from my friends for the software.
then, how this effect was archived back in 1990 without computers? that cannot be done by the camera itself?
anyway, i use windows (which i think is not better than mac in this kind of stuff), what software for windows you recommend?

I think the best way to go is to just play around with different effects. I have used sony vegas, I would definately recommend it, the basic version is pretty cheap. (you could download a free trial from there website and see if you like it.

There is other software such as Adobe premiere (the basic version is Adobe premiere elements. However I would just say go with vegas as it is simple and cheap.
Once you have it, just try combining lots of effects such as 'glow', 'gaussian blur'. Also try long dissolves between shots and play around with the tracks transparency as rjschwarz suggested.
You could get the trial for free and see if you can create your effect.
