It seems that everywhere these days, you can't make a traditional campfire. I have a scene where a person is lost in the woods and needs fire. Does anyone know of a place in CA where, you can make ground fires?

Call the California Forestery and Fire Prevention Service.

Tell them what you need and they will probably give you a list.
