I am shooting my first short film but I have a slighty delima. A particular scene is in a room that is very filthy and gross looking and i want to light it making it very eerie and strange looking. I can't afford much since I spent so much on the camera, editing stuff and effects. Any suggestions for cheap lighting and still making it look good?
Sure: a few scoop lights and a few chinese lanterns. Cheap, easy to use and very effective.

USE A SINGLE HARD LIGHT AND A REFLECTOR. EXPERIMENT PUTTING THE LIGHT IN DIFFERENT PARTS OF THE ROOM; LOOK FOR THE LIGHTNING THAT FITS THE MOOD OF YOUR STORY.
GOOD LUCK.
if you can get ur hands on a copy of adobe premiere and photoshop do this:
1. Export ur movie from adobe premiere (or just the scene or shots of the wall u want to "light") as a filmstrip file.
2. Import it into Photoshop and it will come up as a ton of pictures, select all of the pics that you want to be "lit" to make look eerie.
3. In photoshop: go to Image, Adjust, then choose Variations...
Here you will be able to put a custom tint on your shots and it will keep the shadows etc. as if the light has changed the color. Export it as a film strip file when you get it the way you like it, then import it into premiere again and put the clip(s) back in place and take it from there.
Let me know of this helps.
