I am due to film a scene with a DSLR on a bus (no dialogue). The test run was interrupted by members of the public, shaky shots. Is it possible to film on a motionless bus but give the effect of movement? Maybe bleach out the windows and overdub with engine noise?
Yes, it's possible.

Is there any particular hints or tips you recommend to enhance the shot, making the bus appear in motion?
Have a few people on the outside of the bus shake it every once in a while
so the people in the bus move a little. Keep your shots tight.

Having few people outside the bus and then shake it once in a while is one of the nice logic that is been used here and I liked it.
If you can make the scene at night, just get friends to carry lights past the bus in the background.
During the day, you're stuck using tight shots, or possibly greenscreen or projection tricks. Usually with glass windows, projection is more believable than greenscreen.
