I want a guy to get hit in the chest, be knocked back some (without stepping), and then fall backwards onto the grass.
So, I figure I can use a scooter (square plastic with wheels on each corner) for the unmoving recoil effect. BUt here's where I get complications.
I want to show the entire fall in one shot. That's why it's so complicated. I don't want the actor to have to actually fall flat on his back and hurt himself.
So, how do I do this?

Well, I'm sure you don't want to hear it, but the best answer, particularly if you're not working with experienced stunt-people, is almost certainly to shoot it in two shots. At least then they can fall onto a matress or something in one shot and only fall a short distance to the ground in the other shot.

Argh. Well, alright. I'll try it. But if I don't like it, I'll just save that scene for another day, another budget.
