Does software exist that takes shitty videos and upgrades them/enhances them to film quality or presentable quality video?
My current video quality is perfect for a 6x4 inch square and not much else

If it was that easy, Hollywood would just shoot 'shitty video' and then convert it up to film quality :).
At the end of the day, you're never going to get a higher quality than your original footage. You can make it look subjectively better (e.g. by color grading), but everything you do to it loses some of the original image.
