Using clips from youtube, ifilm, ect. in your film

Can clips of news casts, political events or other content from you-tube, ifilm, ect ect, be used in a documentary without permission? It is public domain right? If not can it be sourced in such a way that it would be useable for example: Narrator "this clip from youtube shows" Camera zooms into monitor establishing clip showing is on youtube?

You definatly have to get permision as its an official business that makes money, its another form of media aswell.

You see profesional documentary like panorama and other production companies use it because its got professional editors and presenters, but thats because its made by a profesional company.
And they can afford it.
