I'm about to embark on a storyboard. Are there any good sites that help explain how to do an effective storyboard?
I need to know things like
- do we draw a new picture for every cut?
- how do you show movement of time?
etc.

Since the storyboard is going to be your reference when you
are on set, you can do it in any way you want. There are no
rules.
If you are doing a storyboard for another director then you
need to sit down with that person and discuss what they
want. It my be different than what you might find on line.
But if you need a website I just typed "storyboard" into
Google and came up with thousands. I bet a few of them
will help.

YOu might want to start with a shotlist. A sort of mental image of how you picture each scene. Shot from this way, from that way. Once you can visualize the whole thing you can draw what the camera would show for each shot. That is the storyboard.
It can be done with stick figures or with a software program. YOu can even pay someone to draw it for you.
