I am competing for a scholarship and a chance to compete against other filmmakers. I need help developing a story. I am the first to admit that I am not a good screenwriter. I have an idea about a middle-aged man and his struggle to jog in the mornings, a comedy, but I'm not glued to that idea. I desperately need help to refine a short story for me to film. Anyone with anything to say, please do!

Your premise is good, thats a start...
first and foremost you need to organize your thoughts. I would strongly suggest just sitting down, brainstorming and write down EVERYTHING that comes to mind, even if it doesn't relate to the story, just write down anything you can think of. After you have done that, walk away for a little while to give your mind time to readjust to making decisions on what is actually good or not. Then go through your list and pick out what you think fits the premise. Then use those elements and create a story in an outline format. Edit and revise your outline as many times as it takes to fit what you see in your head as being GREAT. After you have finished your planning, sit down and write your story in a full detailed description. After you have edited and revised that, put the story in script format.
This format works very well for me but it may or may not work for you. But I would suggest at least to organize your thoughts somewhat so you know what you are working towards.
