I need to film a scene in my next film where three men are on top of a 5 storey high building. How will i film this? Any suggestions?

You could probably just green screen the people into the shot. That'd probably be the easiest way, other than to just get on top of the building and shoot the whole scene there.

The thing is I am on a tight budget at the moment and i am not sure about greenscreen.

In that case acfilms' advice to shoot it on top of a building would work.

I think you should start with a wide shot of the whole building (building doesnt have to be the one u are filming on top of but just a 5 storey building) And then after that you have the option of either cutting to a set or on top of a random building. I think greenscreen is impractical for what you want to do.

It should not be difficult to shoot ontop of a building so that most if not all of the horizon is sky, this will enable you to match with any shots of the building from below.
