My question is..after the final script is done and the storyboard artist can begin shot planning and storytelling at what point will he/she know the casting of the movie? I'm asking cause knowing the faces that will play the characters can influence the storyboard process i think, i would rather not know my actors.

I don't think knowing the actors makes a difference when it comes to storyboards. The storyboards don't need to be photorealistic and the storyboards should be based on character and plot no matter who is picked for the role.
Character A lights a cigarette is gonna probably be a closeup no matter if its Marlon Brando or Pam Anderson. The only real difference would be exact framing and I think storyboards can't be depended for that anyway.
