Question about need for releases.

Hi,

I have a team who is participating in a 48 hour film competition. It MUST include a scene that identifies the location of the competition (ie, madison).

If I do not use a tripod and have wireless mics can I film on the sidewalk with, for example, the capitol in the background? We will not be placing anything on the sidewalks or block any pedestrians so I assume this is ok (as long as no pedestrians are identifiable), but what about a release for the building? My understanding is that since it is a public building I may film it but I have also heard that because it is a prominent, identifiable building I MUST get permission to even have it in the background.

Any information is greatly appreciated!
