Pre-production is simply planning, planning, and more planning. It is also the most important step in the filmmaking process. This is the time when the director and the producer (more so in budgeted work) get everything organized before shooting. It is also were the battles of filmmaking are won (and lost). The old adage holds true "No one plans to fail, they just fail to plan!"

A short list of things to do during this phase may include: location scouting, storyboarding and shot planning, create the shooting schedule, casting talent, filling any gaps in the crew, creating rehearsal schedules for cast (and crew), tying-up loose ends with paperwork (release forms, legal stuff), set & prop construction, costuming, securing any remaining equipment, run-throughs w/ cast & crew, anything and everything you can do before you shoot.

The big thing is planning, once you have that everything else is down hill.
