Planning out Story

I need to know how you plan out your story. I have spent some time thinking about it then writing down a 2 page overview. But the problem is that some scenes are specific and others very vague. I need a efficient way to plan my story without forgetting any ideas. What should i do first - brainstorm?. What are the steps for writing.
Also i am a bit limited so i write with the locations in mind not just writing any place random.

There is no one answer, everyone does it differently. Some folks don't bother to outline at all and just write from start to finish saying that outlining kills their creativity. Others outline every scene in detail so when they get to each scene in turn they know exactly what to write.

The steps are the ones YOU choose.

Like you, I write with location in mind. I always start by knowing the
ending. Sometimes I jot down notes on random slips of paper - a
line, a scene, a character bit. But I prefer to just write and let the
story happen as I go.

Since you need an efficient way to plan your story without forgetting
any ideas have you considered a notebook?
