Is your total budget $2,000 or is that what you
are willing to pay to have a budget drawn up?

The only site I'm aware of that has professional
directors is the Directors Guild of America site.

Any UPM will charge in the $1,000 to $2,000 range to do
a full breakdown and another $1,000 to $2,000 for a budget.
That isn't going to include a marketing plan and I'm not sure
what you mean by "profit plan". But you should be able to
find someone who is just starting out to do both for $2,000

If you can't find a UPM in your area I have a lot of experience
script breakdowns and budgets. If you can wait until September
I could do both for $2,000.
