Actually a friend of mine in planning a feature film involving a creature monster, sort of were-wolf type but not exactly. But we are wondering where to even start as far as perhaps finding someone skilled in creating such a creature (costume, latex head mask, claws, etc). I would think there are interns that learn this somewhere (is there a school that teaches this) so that we might find someone in training, or fresh out of training, who might create the monster costume and such for costs, or cheap, to get the film credits to help their career. Anybody have any leads, ideas?

I believe I remember someone on this board has that sort of experience.
Just an idea, from the movie Jabberwocky. They made the suit backwards so that the knees of the monster bent in the wrong direction. Now that sort of thing would be impractical for most scenes with a werewolf type monster but for a closeup of the legs (or an American Werewolf in London transformation type scene) it might be cools since dogs have different knees.

I think Xtro did the same, but in that case looks kind of like some guy in a backwards suit :).
Go to a hair supply store, preferrably one that has a wide selection of synthetic fake hair. Buy them out (these things should be like $2.50-6.00) per bag for the really crappy stuff. A lot of hair comes in a bag and its usually folded in half. Basically you can glue it to anything. I made a warewolf on my dorm room door when I was in college out of this stuff and won the contest for scarriest door. 🙂
