I am planning a short film where I would like to film it the take each frame, photoshop it and reconstruct it back together. What is the best software people can recomend for doing this?
Sorry kinto, not an expert here but I'll try to help.
I've done exactly you're describing before, and I actually just used a simple editor, namely Windows Movie Maker. That was the resource that was accessible at school and the funny thing is, because the program is so simple, I found it actually easier to put together the montage and have it result in animation. I know WMM inside and out, and the nice thing about is that you can set the default screen time for imported pictures. Basically, you could do the math (or just experiment) and just drag all your pictures in and have a consistent frame rate. So WMM is an option.
I would imagine that higher up video editors (ie. FCP, Premiere, Avid, etc.) would have a similar feature as well, but I personally haven't had much success in finding an option to change the default screen time. Granted I haven't looked very hard, so there's a good chance such a feature does exist, but it doesn't seem to be as easy to find as I think it should be. If you know your way around one of these editors though and want to try and find the feature, go for it. Haha, let me know where it is. 🙂
If you really need to scrape the bottom of the barrel then a GIF maker like UnFreez could work, but for an entire film it could become extremely limiting. Yeah, just stay away from GIF makers: they don't make videos! 😛

There may not be the best, but better or enough which can satisfy with your rquirement for your works. There are lots of edit software for your select on the market. except premier, try Cumbustion, adobe company's products, etc...... all can do.
