I help out with the highlight making at my high school and wonder what is the best editing software for me?

I don't need to many fancy things. I just need the basics and the ability to highlight people (when I pause a frame I want to be able just to make one person stand out). That's not much, I currently use window's free editor but it doesn't have a highligh feature. Low budget as well. Thanks in advance.

What you want to do (pause the entire frame while one person in it keeps moving) is fairly labor intensive and takes skill and a lot of learning. No low budget editing software has a one touch button that will do it. Right here on filmmaking.net there is a very helpful list of software available.

Ditto. That said, for about $100US Sony Vegas is pretty damn good for the price. As a student you can get their high end software version or software suites quite cheap, such as at
http://www.academicsuperstore.com
or other educational software resellers. Here is a link to the Vegas software descriptions, features, etc:

Download Sony's free 30 day trial version of Vegas (and also free trials of other software from other manufacturers), give it a try.

I think you have me wrong. I don't want just one person to move. I just want to make him have a highlight box on him and only when its paused so it doesn't have to follow him.

One option is to export the single frame, edit it in photoshop to make that one person stand out (everyone else blurry, or in black and white, or whatever) and then edit it back into the timeline. Than when the movie rolls your scene will stop for a bit with that person highlighted. This effect was done in Queer Eye for the Straight Guy.

It is particularly effective if you want to add text about that person at the same time although I would make the text seperate from the actual freeze frame to make editing it easier.

Nearly every editing program can export/import still frames.

Here is an example using Final Cut and photoshop. The important stuff is in the photoshop section. You can probably use another photo editor as long as you understand what's going on.
