From memory you can right click on a clip and one of the options on the Motion menu is Frame-Hold.

At any rate, all of this is explained in Premiere's built in help.

you can also set an in and an out on the fram you want for a freeze, an in and out in your timeline, overwrite or splice it in, and a window will pop up asking you if you want to change the speed of the clip. once its in there i you can still trim it and you will just have to rerender it.
