i really want to find out how to do the effect in sin city were the whole picture is sepia/monochrome/cartoon style except for here eyes which are coloured...does anyone know how you achieve this. I am using premeire pro, and after effects.

Premiere 6.0 had a filter which let you turn everything black and white other than a certain color: I used it before to keep red blood while making the rest of the frame black and white. I think it's called 'color pass' or something like that.

All of sin city is green screen and shot on hd. Keep that in mind also.
