Is there any software (a.k.a. how would I do this?) that would let me somehow create footage with footage from two separate clips showing side by side at the same time, in other words merge two footage files so one is on the left (or top) and the other on the right (or bottom)? I am thinking this could allowing contrasting two people's lives in a short film I have in mind, maybe showing their day's routine somewhat simultaneously.

Most editing programs should allow this. Just create two layers, slide one to the left, one to the right, and make sure the right side of the top layer is matted so that it shows through to the bottom layer.

It helps if you shoot the footage with this in mind and then you don't need to slide the layers, they should be prepositioned with lots of wasted space on the side you won't be using. But it should work either way.

No problem. In most NLE systems, just scale the pictures on 2 separate tracks to identical values, typically 50% if the video is already 'TV'size. Then position them side by side.

The thing to keep in mind is that the picture will be letterboxed as a result, even moreso if you are using native 16:9 material. You can of course fill the void with a colour or some other object or simply leave it black.
