im after noises tht will make you jump. like the trailer grudge. silent hill, the ring etcetc.

My local library has BBC sound effect CDs to take out at a quid a time, covering just about everything. May not be the best quality, but very cheap.
I would take a mic and a portable recorder out into the world (or your own home) and record real sounds. It's amazing what real things sound like when you reverse them, slow them down, change their pitch, or mix them in with other sounds on your computer.

No matter where you acquire them "scary" sounds require visual and sonic tension (or total surprise) to make them effective. The scariest sound in the world won't work if it's buried in the score. Silence, or at least quiet, is golden. If someone lights a firecracker in Manhattan it is barely noticed; put it under your chair while you're nodding off at the beach and it will scare the living daylights out of you.
Scary sounds are carefully constructed and treated. Hitchcock layered a tigers roar with the rush of a train going into a tunnel (I forget which movie). I have layered ten or more sounds to create the exact sound effect I (and/or the director) wanted. Then it is carefully EQed, Effected and mixed with the rest of the sounds.
I'm not trying to discourage you. Sound has tremendous power to draw your audience into the story. Sound alone can give a sense of place and time, sonic contrasts can change or enhance the emotion of a scene. The sound design of your projects should be planned during pre-production and not be just an afterthought when you've finished editing.

to be honest, a long time ago before i got my effects library, i used to rip sounds from movies and then mess around with them and change them just enough to where it seemed like i made it rather than stole it.
I got the greatest ever chainsaw noise by putting a very stale French stick into one of those sink food grinders with some water.
For monster or zombie howls, just record yourself and try and mess around with the pitch and speed. If you're low tech, garage band has some fun filters for voice.
Download the freeware, Audacity. It allows you to change pitch, ect. I've made some trippy chipmunks as well as roaring beasts.

Check out Reason from Propellerhead (propellerheads.se is their Web site). There's a sound bank called "Impact" that has some really good sound effects for horror movies that, with the appropriate visual, are sure to make your audience jump.

Gordon, my advice is, as UncleBob6958 said, it takes a lot of skill to get some of those sound effects you might hear from a movie. And there's lots of people out there with that skill looking to make it big, just like you. If you go to the offered section on this forum, you'll find 10 pages worth of composers looking for free work. About half of those would consider themselves audio engineers. Hopefully at least one of them can help you. I've had some great experiences working with audio artists over the web.

Even use your camera to record the sound. Then try getting your hands on "Soundforge" to dabble with the recorded sounds. In our promo we have sound effects. Listen to them and I'll gladly explain them one by one.
