Premiere Pro CS3 - Capture Issue!

The issue has just recently begun. I have a HDV/DV compatible Panasonic mini DV in my Canon XH A1 camera right now. The beginning of the tape was recorded using HD/60i settings and the second half of the tape was filmed using SD/4:3. Now when I go to Premiere Pro to capture my footage I fast forward on the camera itself to the spot where my SD footage beings (that's what I want to capture not the HD footage). I make sure my camera is set to its VCR mode and I press F5 in Premiere to enable the Capture screen. Now nothing happens and there is this very vague error message at the top (by the way all of my controls are grayed out). The message reads: "Can't Activate Recorder. Try Resetting Camera." Now I have looked all over the web and read the entire wiki from Adobe on this issue, but it seems to be that I don't fall under their circumstances.

Now here's the weird part. I was curious to see if I was able to capture at all with my camera so I rewind to the beginning of the tape where my HD footage is. I make sure that my camera is set to HD and the my project settings are set to HDV/60i also ( I did the exact same procedure for the SD I made sure the camera was set to DV and the the project in Premiere was set to that setting also). Now the weird thing is that I was able to capture without any problem what so ever the HD footage.

Extra inforation:

Windows XP Media Center 2005
Camera is connected to computer via Firewire
Windows Movie Maker can capture the SD footage no problem
Haven't installed any weird codec packs in the past year
I have Admin privileges
Completely reinstalled Premiere Pro CS3 and made all the up-dates

Anyone have any idea what is going on here?
