There was this one time where I was using Premiere and set it to the PAL standard by accident. I was oblivious to this the entire project, until I exported it to a DVD and played it in my DVD player. Since I live in the USA, PAL DVDS don't work with our NTSC players.
To fix this problem, I opened a new Premiere Pro project, one with the settings set to NTSC, and import the final rendered footage into the timeline. I then exported that and put it to a DVD. I put the DVD into my player and it worked.
This could work for you, if you have the original final PAL render. Just try what I did, it would most likely work.

When the script writing is done, the work has just begun. When the filming is done, the work has just begun. When post-production is done, the work has just begun. When the distribution is done, you decide if the work is done.

Premiere seems to do an OK job of converting NTSC to PAL, I haven't tried the other way around.
If all else fails, mail me a DVD and I'll see if I can do it in Fusion... I've been meaning to see how well that does format conversion but never got around to trying it out.
