I'm going to have to convert my HD footage from an HPX500 16:9 to SD 4:3 letterboxed. What would be the best way to do this and preserve as much quality as possible. I have an SD tape deck that i could output to. Would that take care of it for me?

You can do that, yes, but I would recommend sticking it into a non-HD sequence (the specifics of this would depend on your editing software). That way you can crop/shrink it without bad quality loss.
