How do I achieve that old, framedropping style?

I am recently working on several shorts for the stage production of 'Singin' in the Rain.' I have to achieve that look that was achieved when they were just coming out with talkies. If I put it through Windows Movie Maker than I can make it sepia toned, black and white, I can even add various levels of cracks and dotting added in. But how can I achieve that look of frame dropping, and very few fps? Please help me out.

I got an effect kinda like that a few years ago simply by capturing the video through USB1.1 into a comp with 850MHz processor, 192MB RAM... in short, underspecced for the job. Dropped frames all over the show, but still looked awesome for what I needed.
