Having trouble capturing my DV tapes

My films DP is having severe problems capturing the DV tapes we filmed the movie on. The entire film was shot on a Panasonic DVX 100. He says he can see the footage playing on his camera, but for reasons unknown, they are not capturing. He used a head cleaner and tried to fix it that way, but that wasn't the problem. Has anyone experienced this? More importantly, does anyone know what we can do to fix this?

Before an adequate answer could be given, it would help to know the following:

How is DV being captured? In other words, what computer, what software, what cable, which ports?
What are the project settings in the NLE?

Details help a lot to answer questions such as this one.

Is it playing in the capture window before he tries to capture it?

If no-
It is probably a connection problem. Check the device control in capture settings, make sure that it's right- I assume if you're coming from a camera you need firewire DV but play around with it until you get VTR OK. If it isn't the device control check the connection cord and the camera.

If yes-
If I had to take a guess, I would say that it might be time-code breaks that keep him from being able to capture much video. The camera simply improperly wrote the time code (mine does it all the time) and it's an easy fix. Simply set the device control to non-controllable device, press play on the camera and hit capture now.
