Is there a place on the internet where I can download free stock footage?

Depends on what you want. www.archive.org has a lot of old public domain movies that you could use footage from.

What is the quality like there? I mean are they degraded down to web quality or are they a bit better than that?

Depends. Some of them are close to DVD quality, others are half DVD resolution or less.
Of course most of the movies are at least 40 years old so the original footage isn't in great condition in many cases!
