First, Is "Vegas" the only editor (from among Final Cut, Premiere, Avid) that would allow me to create a production on a dvd with Dolby Digital 5.1 sound? I can't imagine the others don't offer this authoring capability.

Second, which one enables you to create "the look" of the dvd menu, what chapters on the dvd to showcase, adding a director's commentary, etc.?
