Is there a software out there that anyone uses that could create animation? I know there are but don't know the names or any info on them.
I want to create a cartoonish background.

I use windows/sony vegas if that helps.

There are dozens of software titles for animation. It depends on what type of animation you would want to create. There are 2D, as well as 3D tools. Some are even free (such as Pencil or KTooN, for 2D, or Blender or Anim8or, for 3D). Most others cost money (Toon Boom Studio, Flash, Silverlight, Maya, 3DStudioMax, etc, etc, etc).

It takes time to learn how to effective use these tools, and even more time to actually create animated movies with them. If you have the knack and some imagination, you'll likely have the drive and motivation to go for it. Pretty much every one of these animation tools can export finished project as a video file you can import into any NLE (including Vegas), so that's not an issue.
