AdobePremiere Exporting leaves Jagged lines???

Hey I'm editing a video project, deadline the 31st and I'm having a huge trouble. I have several different scenes (really different skits) and once I edit one and finish, I intend to save it as an uncompressed video file (.avi). I'll save each skit as an uncompressed file then go back, import them all, and weave them together.

The problem is, I just finished the first one, and when I export it and play it back there are these horizontal jagged lines- like scan lines, but extremely jagged and horribly noticeable.

I'm not sure what to do. The fact is I'm not compressing these currently so I can't think of why its doing this. I've tried exporting it several different times playing with the KPS playback rate but I have no idea how that affects anything or what is good.

The goal of this is to put it on TV so the resolution is 700x486 NTSC.

What are you playing it back on? If it's a PC monitor you will get jagged lines because video is interlaced.

If you want to play the footage on a PC rather than a TV you'll have to run it through a deinterlacer first.

Well now I don't know what to do. See I'm sending it in via internet to a company who wants to view it, and if they like it, will use it for their television program. So should I send it in TV format (interlaced) or PC format for easy viewing. I reckon I'll check them.....

Yeah their website says:
"If your video is selected for broadcast, you may be asked to submit your entry on a tape. Thus you must be sure to edit your submission to a broadcast-capable size before cutting it down. In other wods, be sure that your video is 720 X 486 (full DV size) or it will be unusable for broadcast."

So I reckon I'll just send in the interlaced and hope for the best.
