Hi,
I see this shot often, and I always wonder why the bother.
It's when the start a shot with the feet, and then pan up/cut to the full view.
Example: somebody drives up in a car. Cut to a shot of the feet stepping out and on to the pavement. Then cut back to show a full shot of the person getting out of the car.
Another example: a closeup shot of the feet as the person's walking. Then cut/pan to a full view of the person walking.
Why do film makers keep doing this? It's not like there's anything on the shoes!

Two reasons: (1) Drama by delaying what the viewer expects to see. (2) Showing the POV of a character that might only see a foot first.
Primarily 1. Its similar to slow motion and often used at the same time to draw out a big entrance.
