just a few months ago I was just an actor. I never went to school for film making. Still I decided to make a short following no rules, no supervision, etc. I basically learned a bit from sets I've been in and just using my own imagination. I did that to force myself to learn from my own mistakes. The downside to all this is that I do not have a clue about certain "rules" about what can or can not be submitted to a festival. Here are a few basic details about my film:

shot on: video/digital
duration: 10 minutes
genre: thriller
my main question came when looking at the San Diego Film Festival submission guidelines page ( https://www.withoutabox.com/login/3261) where next to each category it has the word "(film)" next to it. However, every single film maker I know shots on digital. I'm hoping the (film) thing means something else.
