I'm located in Dallas Texas which in growing in the TV and Film industry . There is a posting on the Dallas Film Commission for crew positions on a new TV show called Jack and Dan. I have only been on one film set as an extra so I have little experience and no real resume. Should I just send an email telling them how hard of a worker I am? If not then what?

The show may also be called "Code 58." File that tidbit away. You may need it later.
It's likely that the best position you could manage to get given your experience, is of an additional Production Assistant. So, your goal is to get your name to the "Production Department" in the office or to the AD Department (Assistant Director). The Film Commission may be able to help you get in touch with someone who is attached to the project. Try to avoid sending an email. DO try to call of someone directly so they hear your pleasant voice and get an idea of just how wonderful you'll be to work with.
Know that because there is less production overall, there is a glut of already established and experienced crew out there which may make your goal of breaking in right now a little more difficult.

Ahh, that's excellent advice. I've understood this for awhile now through experience but it's really nice to hear it written down plainly.
