If something was made public such as a speech through a radio station or in a public arena. Is it considered copyrighted, also if I want to use an excerpt from the speech from the radio how do I go about getting permission?

I could be wrong but I think it is still copyrighted just as tvshows shown for free are still copyrighted as are music played over the radio. Political speech might be different.
What I would do, if its a political speech of some kind they have some kind of foundation or center or Presidential Library or something dedicated to that person. Track that location down and give them a call. They'll probably have all the answers you need, or at least can point you to where you need to go to follow up.
