So let's say you're working on a screenplay that is based off a book, actual event, video game, etc. Is it possible to still sell the idea to a major studio? Would it require you to gain the rights to such material, or would the studio go through the necessary steps to do this?

The idea belongs to someone else. You cannot sell that idea.
The idea to write a screenplay based off a book, actual event,
video game, etc. cannot be sold.
The finished screenplay cannot be sold unless you have
permission from the rights holder.
If you have the idea of writing a screenplay based off a book,
actual event, video game, etc. the studio will go through the
necessary steps to get the the rights. But they are unlikely to
then hire you to write it. Once they spend a lot of money on
movie rights they will usually hire an experienced writer.
