Rules on copies

I heard something about if you prodice a movie and make less than 500 copies that copyrights dont apply and you dont need release forms, is this true becasue I am not sure. Also I was wondering if there was a site that listed all the rules and regulations for film or video duplication, releases copyrights in the US. Also are you allowed to use less than 30 seconds of copyrighted music without permission?

None of these things you've "heard" are true. You can only make copies of things you legally own, for your private personal use. You will need to get a license from the copyright-holder for ANY film or music duplication you want to do that is not for personal use.
