Was hoping someone could help me here.
I have an avi movie at 800x600 piles and I need to export my edited project in premiere at that same size. How the hell do I do that?

When you choose the export movie function, a dialogue window is popped up which prompts you for the filename for your export movie. In this widnow is a "settings" button, from which you can change most parameters for your export movie (including frame size).
