At one point in my movie there is a part where the lights go out. How can I light a pitch black room in the night time to where i can still see my subject?

You could go pitch black and use audio to let us know what's going on. You could use minimal light so we can see the actor but make it clear the actor can't see (Silence of the Lambs has a scene like that).

Thanks for your reply. any suggetsions on what type of lights to use? I want to give the effect that the room is in complete darkness but still be able to see the room.

The standard trick is to use a blue filter. Audiences have come to accept that means nighttime and low to no visibility.
