Why is it David Lynch mixes moments of brilliance with 'B' movie material and how can we assert any credit to those moments in his films which are great when they often involve good cinematography or sound. Arent these elements controlled by other people i.e angelo badalamenti?
I haven't an answer, I haven't paid attention to David Lynch since he destroyed Dune.

I appreciate both answers, i really do, but there is a serious question here. David Lynch is an acclaimed director, but how much of his style can truely be given to him and not the people who work alongside him?? it seems like a grey area
I suppose it depends on how much input he allows from his DP. If he is a one man army and tells everyone else exactly what to do and they follow it to the 'T' then your statement would be true. But I'd expect he has some input from his production team.

The director influences every element of a production if they're any good, like Ridley Scott composes nearly all of his shots himself, Kubrick made most of his DPs redundant, and undoubtedly Lynch directs his DPs to use a certain colour palette, style of movement, composition etc. all of his films have similar visual elements to them which tells me he's doing something.
He mixes brilliance and B because it's his thing, whatever you think of his work it's incredibly refreshing to watch in a world full of identical shit.
