I've researched the topic of location releases and each resource I've found indicates that the location's owner (if a private space) needs to sign a release form. I'm curious how this applies to rental situations; we're filming in a restaurant/bar and the restaurant owner (that leases the space) has signed off on the filming -- is it necessary for us to secure the permission of the actual building owner? Similarly, we are thinking of filming a scene in an apartment -- would we need the renter's permission or the entire building owner's permission?

On a small scale short film generally speaking don't tie yourself up in it too much as it's a grey area in many ways; someone renting a flat should probably refer it to the building owner, whereas in a leasehold it could be a different situation. Most important at this time is to get the resident's permission to be there, unless it's some kind of major landmark in which case you should find the true owner.
