I'm an actor/writer that's looking to film my scripts with least expensive mini DV camcorders in the rages of $300 -350, are these cameras okay for filming an independent film? Are there ways to transfer them to 16mm or 35mm?

Yes.
If your implied question is, "Are these cameras okay for selling an independent film?" then I'd have to say - most likely not.
The DTV market is over saturated with movie makers with great ideas, great ambition and lots of talent (and with movie makers with poor ideas, great ambition and little talent). The theatrical release market doesn't have much room for movies made on the least expensive equipment available - that market is looking for start driven, big budget productions.
Distributors want to release movies that they believe other people will pay to see. Take a look at your own movie going and rental habits. How many movies do you pay to see made by actor/writers you have never heard of every month?
Most people are just like you.
But nothing should stop you from making a movie. Even the least expensive camera you can find.
