I need to make a shot where I have an actor at a bus stop and there are 4 or 5 other people standing around him, and he is the only person being rained on, and I was thinking that adding rain digitally would be easiest, since it is all I have access to for the addition of rain. Any help would be greatly appreciated.

Just stick a hose over the person and try an direct it over a narrow area, it will look a lot better because the water will interact with them more.

To make the rain show, make sure you backlight it.
