I agree wholeheartedly with that article in respect to the film festivals. As a filmmaker and producer myself, I have seen (and sometimes contributed to) the successes that come from festivals such as AFI, SXSW, and the Austin Film Festival.
If someone is interested in a more in-depth analysis of the world of film festivals and how to get in, succeed, and make something out of your experience, I recommend reading The Ultimate Film Festival Survival Guide (2nd Edition) by Chris Gore.
Even if you don't have a film to submit or aren't sure about submitting it yet, I highly recommend to at least attend the film festivals and take advantage of conference panels and meeting all kinds of filmmakers, producers, and executives. Not to mention viewing these independent films and learn about how other filmmakers are making movies.
