Bill Martell (tons of produced low budget action movies) suggests the following route. Come up with an interesting character. Think up what is the worst thing that could happen to that character. Then write that.
If you have interesting plots already you could try to figure out what would be the worst person to be the hero stuck in this situation and then create that character.

Something that I found useful is a program called Dramatica. I had a story idea that I have been beating on for about 5 years and just couldn't make the story plausible yet engrossing. I used this program for some help. Basically it made me answer a bunch of basic story questions that helped steer me in the right direction. It only has a 30 day trial and I didn't buy it, but it was very good for me to get me thinking in the right way when I am putting together a story.
