Getting experience = issues

I'm having trouble getting experience and making short films. I live in the North East of England - not the best place for film making. I write plays, so that helps with screenwriting kinda, and they're generally kind of short because it's a young writers thing (and more than one has to be put on each night). Some of my friends may be willing to lend me some scripts or write some for me to make into short films (I can usually only have a maximum of three characters because every time I make plans with people they either say 'no' or the plans fall through so having a small character limit is good).
Is there any other way to get experience apart from making short films? Someone suggested the game 'The Movies' and making videos using footage from movies or video games.
Also is there a certain amount of screenplays that you have to write before you can call yourself a screenwriter. Someone somewhere (I can't remember) suggested six.

What nonsense. Who ever said that is not very wise.

I would say that, technically, one cannot call them-self a
screenwriter until they earn a living as a screenwriter. I
mean someone who wants to be a doctor and has put a
bandage on a friend can't really call themselves a doctor.
But of course anyone who writes a screenplay can call
them-self a screenwriter. Odd that who ever said that
came up with such an arbitrary number - six.

Anyway, you have recognized your limitations, Bookworm,
now you need to overcome your challenges. That's the
difficult part, isn't it? When you ask about getting experience,
what, exactly, are you asking about. If you need experience
directing actors, using a camera to tell a story, learning
lighting and sound, then the game will not give you that
experience. I'm thinking you need to make several short
films. Not easy - but if it was easy then everyone would be
doing it.
