Can anyone tell me how I'd go about getting a script to a particular actor on TV? Or, if there's a resource which could tell me what actors belong to what agents with contact details?

I'm not sure how this works in the UK but in the US its nearly impossible. Actors have scripts pooring into their hands from a dozen normal chanels and refuse to read the bulk of them. An unknown as nearly zero chance of getting read.
If they are a genre actor you might try to catch them at a convention and buy them a few drinks in the bar and then lay the screenplay on them but they still might decline it for legal reasons or to avoid the followup calls that would inevitably result.

The other way is to get the screenplay into production and have your casting director send them a copy with a specific character in mind. If the actor is not too big, or if you have a budget, you might get their interest.

Unless they're really famous I doubt you'll have too much of a problem getting in touch with a British TV actor if you can find their agent: they may turn you down if they don't like the sound of the movie, but a lot will at least consider it.
I'm not sure where you'd find that info, but you could try places like Spolight: I think they have an online database.
