If I use an excerpt from a movie, do there have to be any legality issues or can anyone quote something from a movie in their production. I am working on a documentary and would like to use certain words from the movie "Crash". Also if I wanted to use a scene would that involve legalities or payment?

Yes. anytime you use the copyrighted work of someone you need to get permission.
