Ok so I know the footage included in the EPK usually consists of behind-the-scenes shots and making of videos, as well as interviews with the cast and crew. To produce this content, the publicity department of the studio hires a third-party production company or freelance crew which are the videographer, sound mixer and epk producer.
I've read about the duties, skills, education and what to expect. I'm trying to find these people, production companies or (i assume) marketing departments in New York.
Companies in Canada that specialize in this came up a lot in my search so far. Is this done in new york mainly as an independent thing? Is it still acceptable in this day and age to call up production companies and ask if they have people who handle this? Maybe I should just look at studios here and ask?

Yes it is.

I do this (mostly) for a living, shooting EPKs and DVD content. Most of the companies that are hired by studios are based out of Los Angeles, though there are some "boutique" companies that can be anywhere.
Some of the bigger ones that handle larger projects are New Wave Entertainment, Herzog and Company, Trailer Park, and Sam Hurwitz Productions. These companies are typically hired by WB, Universal, and Paramount.
Fox has their EPK in-house and as far as I know, Sony and some Paramount are handled by boutiques and indie Producers.
